I always thought the cold made fish sink more to the bottom and move kinda slow and be less active? I live up in connecticut and you can hardly catch anything in the winter months

That bait looks exactly like a pre spawn male bluegill. Females don’t have the bright orange belly. Also, shad are white and have some brown. I catch a lot of shad for bait.
