UPDATE: I spoke with 2 separate employees of the Nebraska Game & Parks Commission and dove further into the regulations book….it is 100% LEGAL to use trout as bait in Nebraska. Again, as long as you abide by length/bag limits, any game fish can be used as live or cut bait in the same body of water as they're caught, if caught using legal methods i.e. hook/line.

I heard that trout isnt a great starter to eating fish. Cod and perch or crappie is a good starter for fish. From what I heard though.
